Academic Council of the Federal State Budgetary Scientific Institution ‘Institute of Experimental Medicine’ (FSBSI ‘IEM’). The Academic Council considers the main issues of scientific, scientific and organizational, educational, medical, financial, economic and economic activities of the FSBSI ‘IEM’ and makes decisions on them in accordance with the Charter of the FSBSI ‘IEM’. The activities of the Academic Council are regulated by the ‘Regulations on the Academic Council of the Federal State Budgetary Scientific Institution ‘Institute of Experimental Medicine’ (FSBSI ‘IEM’). Academic Council: — develops and approves the plan of scientific work of the Federal State Budgetary Scientific Institution ‘IEM’ in accordance with the annually approved by the Ministry of Education and Science of the Russian Federation, the state assignment for the implementation of fundamental, exploratory and applied scientific research within the framework of strategic scientific programs of the Russian Federation for the long term; — considers and approves the annual reports of the Federal State Budgetary Scientific Institution ‘IEM’ on the implementation of research work, the provision of educational and medical services in accordance with the state assignment; — puts forward proposals for adjusting the main directions of scientific activity and improving the structure of the FSBSI ‘IEM’, including the creation, if necessary, of new and (or) liquidation of ineffectively operating scientific structural units; — considers the structure of the FSBSI ‘IEM’ in accordance with the directions and objectives of scientific, educational and medical activities, its changes; — develops proposals for ensuring the development of promising areas of research, the most effective use of the scientific, technical and personnel potential of the Federal State Budgetary Scientific Institution ‘IEM’; — considers and approves plans and results of search and applied scientific research, formulates proposals for the implementation of the results of fundamental scientific research into practice; — considers the issues of financial and economic activities of the Federal State Budgetary Scientific Institution ‘IEM’; — considers the structure and draft of the Charter of the Federal State Budgetary Scientific Institution ‘IEM’, as well as the amendments made to it; — nominates candidates for the position of director of the FSBSI ‘IEM’; — on the initiative of the Founder (Ministry of Education and Science of the Russian Federation) organizes the procedure for electing the director of the FSBSI ‘IEM’ in accordance with the current legislation; — elects by secret ballot the scientific director of the FSBSI ‘IEM’; — elects by secret ballot the scientific secretary of the FSBSI ‘IEM’; — considers issues of educational activities, training of scientific personnel, improvement of their qualifications; — approves research topics for the degree of candidate of science, scientific degree of doctor of science; — listens and approves the annual report of doctoral students on the implementation of the individual schedule for the preparation of a dissertation for the degree of Doctor of Science; — considers and submits candidates for the assignment of academic titles of associate professor and professor in accordance with the Regulations on the procedure for conferring academic titles; — considers and nominates candidates for the conferment of honorary titles; considers and nominates scientific works and teams of authors for the State Prizes of the Russian Federation, prizes of the Government of the Russian Federation, medals and prizes named after outstanding scientists, other awards and prizes; — considers materials sent from other organizations on issues of nomination for the award of honorary titles, awards, prizes; — considers and submits candidates for nomination as candidates for full members (academicians) of the RAS, corresponding members of the RAS, professors of the RAS; — considers issues of international cooperation, participation of the Federal State Budgetary Scientific Institution ‘IEM’ in the activities of international organizations; resolves other issues within its competence by the legislation of the Russian Federation, the Charter of the Federal State Budgetary Scientific Institution ‘IEM’ and local acts of the Federal State Budgetary Scientific Institution ‘IEM’.
